Opium is actually illegal in Singapore. As to what would happen, if we look at Singapore today, there is not much impact actually. Lives still carry on as normal.
Laudanum is more of a medicine than a street drug. It was much more common in the 1800's and early 1900's than today. It is a tincture of opium (opium dissolved in ethanol). It would be MUCH more convenient and profitable to convert opium to heroin than to make & smuggle Laudanum as a street drug.

Although rare, there are two modern-day version of Laudanum: 1- Tincture of Opium, and 2- Camphorated Tincture of Opium. I believe that #1 is about 10 times stronger than #2, so it would be important not to confuse the two when it was time to dose.
