The police will not hold a gun to your head until you submit, but if you refuse, your penalties are much higher. Also, you can submit a breath sample too. It doesn't have to be blood. In the 50 or so DUI's I've written, I don't think I've ever had to use blood. They either sumit a breath sample or refuse altogether.
