Possession of up to 25 grams, or five plants, is not a criminal offence but carries a $100 fine.

Marijuana is not decriminalized anywhere in the US. Some states allow it for medicinal purposes. Maryland is not one of those states. Delaware which borders Maryland just passed legislation legalizing it for medicinal purposes.

Marijuana has not been fully legalized in British Columbia. It has been partially decriminalized for medical use as of 2008.
Marijuana is not legal in most all countries, it is either decriminalized or unenforced. The only country to legalize will be Uruguay in 2015.
Parts of California, New Hampshire and its decriminalized in Colorado.

I believe Marijuana should be decrimnalized, that way it is still Illegal to Harvest. The advantages to "Pot" being decriminalized are you will no longer be able to be charged for possesion of Cannabis and/or Paraphernalia. The concept of Smoking Weed however would sill be frowned upon in a just Society.
Marijuana was illegal in Jamaica until 2015 when legislators passed an amendment to the Dangerous Drugs Act that decriminalized the possession of up to 56.6 grams of cannabis for personal use. Medical marijuana is currently legal in Jamaica.
