Some times what happens is that if you have a virus infected file and you dont know it once you try to delete it will keep restoring back on your computer. These type of viruses use a tracking cookie which can keep track of what you do and what sites you browse through you computer I suggest you should just run a system scan once with any anti virus software

because just deleting the file from the hard drive doesnt remove it from the registry. To do that you need to run a registry cleaner. I recommend ccleaner
Technically it doesn't 'go' anywhere, all 'deleting' a file does is set the computer to not see it anymore, and allow that data to be overwritten. If that data is not overwritten, it is still there, and can be recovered by 'undeleter' software.
