Yes, force was used in some cases, but programs such as the COMECON and the Warsaw Pact also established ties between nations in what would become the Soviet "sphere of influence". Basically, a lot of the countries also had something to gain by becoming aligned with the USSR, which at the time was a major superpower.

You can see parallels with the USA, which also acted in a similar fashion, with the creation of the Marshall plan and NATO early in the Cold War to establish its own sphere of influence, and its later attempts at containment during the course of the Cold War.
