Theoretically, yes. They were still awarding Medals for the Civil War thirty years after it was over. Eddie Rickenbacker got his ten years after WWI. Matt Urban got his a long time after WWII. When Clinton was president, in the 1990s, as a political move he "upgraded" previous lesser awards made during the war to the Medal of Honor for thirty seven men, all black or Hispanic.

You'd have to petition the Army to get the case reconsidered. In general, the Army thinks they gave the heroic performance due consideration at the time, and do not welcome such petitions.
