CDL requirements are governed by federal law. That aside, it depends on what the Gross Vehicle Weight Rating of the vehicle is. The truck may weigh 14,000 lbs. at the moment, but the laden weight it is rated at may be much higher. If it is a commercial use vehicle with a Gross Vehicle Weight Rating in excess of 26,000 lbs., a Class B CDL is required. If the vehicle's Gross Vehicle Weight Rating is 14,000 lbs., that's only a Class 3 truck, which falls into the light duty category, and only requires a minimum Class C CDL if it's either transporting hazardous materials which require the display of placards, or else is a bus designed to transport more than 15 passengers (including the driver).

Yes. CDL truck driving positions generally pay more than non CDL positions. In addition, there are not very many truck driving jobs available that do not require the driver to have a CDL license. If you are seriously interested in applying for a truck driving job, you odds of getting hired are much greater if you have a valid CDL license.
A CDL Truck school is a very good school. No matter what your occupation or the amount of education you have, I would reccomend getting your CDL as it is always a good fall-back job.
