Short Answer:

A bill or potential new law must be introduced in each house of Congress by a member of that house. Often, a bill may be sponsored by a whole group of members in an effort to gain support for it. Once introduced, the bill is sent to the clerk of the Chamber who gives it a number and sends it to the appropriate committee or committees for consideration.

The committee refers the bill to one of its subcommittees which researches the bill and decides whether to hold hearings.

The subcommittee holds hearings which are usually open to the public and if they vote in favor the bill is returned to the full committee. The full committee either rejects the bill or sends it to the House and Senate floor with a favorable recommendation.

The second stage takes place on the House or Senate floor where the bill may be debated on the floor. In the House the bill must be approved by the Rules Committee and given a rule and placed on the calendar.

The third stage of action takes place when the two chambers of Congress approve different versions of the same bill.

When this happens a conference committee is established to resolve the differences between the two versions of the bill because the version that goes to the president must be approved by both the House and Senate in identical format.

If the president signs the bill it becomes a law. If the president vetoes the bill Congress can override the veto with a two-thirds vote in each house.
