I don't think so. He was a drug addict and Hitler put up with him. Other Generals could not figure out why Hitler put up with Goering. I suppose Hitler had his moments when he wanted to kill Goering. He was a real pill of a man, even when he was being tried for his war crimes.
The Gestapo (Geheime Staatspolizei - secret state police) was an instrument of the nazi state. It was set up by the Nazis, run by one of Hitler's closest allies (Heinrich Himmler) and each member had sworn a personal oath of loyalty to Hitler.
The main organisation involved in mass murder of Jews and others that the National Socialists wanted to annihilate, was the SS (Schutzstaffeln), and they managed the death camps with help of Kapos e.g. Their leader was Heinrich Himmler, thus directly responsible under Hitler himself. He had appointed Reinhard Heydrich to lead the execution of the "final solution", according to a plan he presented at the Wannsee conference 1942.
Take over for Hitler and join Allies in fighting Russia
No, he never visited the concentration camps. He did not deal with the Final Solution plan, that was mostly Himmler's work.
Well, Hitler holds responsibility. Goering gave the order. Heydrich made the plan. Himmler was in charge of implementing the plan. Eichmann took care of the logistics. Pick your two.

Hitler rarely took advice from others, but two individuals recognized for being his top advisors were Albert Speer and Eva Braun. Speer was the only person who could access Hitler 24 hours a day, 7 days a week. Eva Braun was actually able to convince Hitler to continue the production of electric hair curling tongs, where Hitler's original plan had been to stop production to free up capacity for war production. Hitler had a few other advisors, such as Goebells, Goering, Himmler, Bormann and other senior Nazis. However, these men did not offer true advice and were seen as Yes Men who flattered Hitler for their own gain or preservation.

He plays one of the head generals in on the plan to kill Hitler
Well, Himmler was Hitler's right-hand man, but mostly Hitler was the brains of the operations so the plan of the executions of the Jews was Hitler's ideas and plans. Himmler just put in charge and carried out the Final Solution for him. * In view of the scale of the holocaust, its duration and number of German SS men involved, one can safely assume that it was ordered by Hitler. In their diaries both Goebbels and Goering recorded lengthy discussions with Hitler about the Final Solution * Hitler's obsessive antisemitic raving and ranting created the political climate that made the Holocaust possible, perhaps almost inevitable. You need to give some context as he had more than one plan.
