Menstruation can only hinder a woman's success if they allow it to. Some women use it as an excuse to take off work or school. Most women do not have severe enough symptoms to warrant that.
Because the idea was at this time that women had to take care of the work at home and had to spend time to raise the family so they didn't have time for school and men didn't allow them to go to work and women were sort of viewed as property back then.
