I can't say about farm surplus , But Roosevelt enacted a nation work complain with aim was to put the unemployed back to work building Roads , Bridges , Dams , Hydroelectric plants exec. It had a catchy name that was something like "The Plan " or something like that . However I don't think anyone truly knows if it work or would have worked . The WW2 started and that's what turned around the Great Depression .
