The same way as Germany did during their last desperate days of WWII when the Soviets (Russians) and the Western allies were closing in on Berlin (Germanys capital); they recruited and trained young boys (and old/senior men) to fight the allies. During the early portion of the Vietnam War the VC would utilize youngsters to ferry ordnance and use them against allied targets, whether they be military or civilian.
