No, the Blackfoot have feet the same colour as the rest of their bodies. It is speculated that the term Blackfoot derived from their habit of sometimes setting fire to grasslands, in order to produce new growth that would in turn attract buffalo and other game animals; walking through the resulting ashes blackened their moccasins.

Another suggestion is that they often dyed their leggings, moccasins and shirts black or dark brown; many surviving museum examples of their moccasins and shirts are indeed dyed black.

So it wasn't the feet that were black, but the moccasins worn on the feet.

Yes. The Blackfoot tribe were Plains Indians that hunted bison for their sustainance and found it highly advantageous, just like other Plains Indian tribes had (Sioux, Apache, Cheyenne, etc.) to hunt these large beasts with a good cayuse between their knees.
