Slave owners wanted to keep slaves from gathering or meeting with one another because the owners where afraid they would be teaching each other how to read or write.
Because before the civil war, the confederates were from the south and the south having many plantations relied on slave labor to make a profit from cash crops. Generations of owning slaves just inbred racism is my guess.
