I think this plan was brought about by the government but I'm sure the parents wanted it.

parents do not obey kids anywhere in the civilized world, you must mean how do kids obey, kids should be able to reasonably do their chores and homework, study hard and be loving and kind, in return parents will love and honour them, clothe and feed them and provide them with the necessities of life.
