The Japanese attack on Pearl Harbor started at 7:55 a.m. It ended at 9:45 a.m.
President Franklin D. Roosevelt, he was the man who made the decision to not protect the pearl harbor because he thought the Japanese would never hit the pearl harbor, he thought they would choose a more challenged part of the United States. But the Japanese thought ahead and hit a more easier target.
The United States responded with a strong reaction and began to prepare for war faster than they expected. They seemed to think that the attack would cripple the United States giving them time to complete their invasion/focus of the Pacific. Roosevelt expected them to attack the Philippines and it was a surprise when they hit Pearl, but the Japanese underestimated the reaction from the United States and England.

The attack lasted less than 2 hours.

To catch them with their pants down while most were still in bed, all ships were still in harbor like sitting ducks.

You could consider the attack on Pearl Harbor a defensive action. Yes they took the offensive and attacked us but by doing so they were defending their plans by damaging our Navy. Fortunately for us our aircraft carriers were not in the harbor at the time which left us with options, but the original plans the Japanese had was to attack while they were in the harbor as well.
