In a democracy the government can do what it sees fit to achieve the goals set out in its manifesto. The people have given it a mandate by voting for them. If the populace are sufficiently against a particular way they are doing things, they can lobby their MP or government representative to have this changed. At least that is how it is supposed to work.
A totalitarian government can do whatever the populace cannot stop them from doing. Usually this leads to a civil war or coup, where someone else takes over.
