Either would be correct for the perfect tense (assuming that "have" here is an auxiliary and that another verb will follow, such as "I have never seen..." or "I have never forgotten..."). Customary and preferred placement for the adverb ("never") is between the two parts of the verb: "I have never [verb]." But you might vary it for emphasis: "I never have seen such a mess."

If the expression has another meaning, though--not an auxiliary verb but a main verb--then it would be the first case: "I never have cereal for breakfast." "I never have time to read."
