Ireland is a neutral country. The Irish army does help out in peace keeping duties in various countries and has a long history of doing so. So some Irish soldiers are based in foreign countries. The would serve a term of a few months, before returning to Ireland at which time they would be replaced by others. The bases they would use would often be with peacekeepers from other countries, maybe in a UN compound. Sometimes they would have their own base camps. So while they are stationed in foreign countries the Irish army would not have foreign military bases in the sense that you mean.
