If you are religious, you may say God did it. In the book of Genesis, it tells how the early people in Babel wanted to build a high tower that could reach up to the heavens. The reason seemed to be so that they could worship their gods but the God Jehovah saw it as a way to elevate Man to a higher level of importance. So God decided to confuse their languages and they began to speak in different tongues. Since the people could not communicate, therefore they could not build the Tower of Babel. (There was a Tower of Babel built but it was not the one that was planned.)

This is where we get the word "babel" for unintelligable speech.

People speak different languages because they are the languages that they have been taught as the grow up, so they learn that language primarily.
