In terms of administration there are similarities. The differences stand in size since the city is the minimal model of operation and the empire is the extreme opposite, the immense model of operation. The most significant difference is that cities tend to be more democratic since the participation of the citizen is direct for all issues to be discussed or implemented while empires tend to be the one ruling person [Emperor] who is assisted by a small team of executive administrators of his choice. Finally the citizens enjoy a less democratic environment.
