There were states (about 33) with laws that called for forced sterilization. The 3-fold purpose (excuses) of these laws was: eugenics (genetic flaws), therapeutics(vitality), and punitive (punishing criminals).

A good term for these laws would be quasi-legal. These were state laws passed using due process by the states, but it is extremely doubtful that they would ever have passed constitutional muster.

Most states allowed these laws to quietly pass into oblivion without challenge, but legal challenges occurred in some states and were successful, leading to the demise of the practice in all states. Finally, it must be said, that there are some states where these laws still exist, though the use of them has ended, and no official in their right mind would invoke them.

The practice is now illegal.

How has genocide ever been practiced or condoned in the US?

Though many claims are disputed, some historians contend that European settlers and the US government implemented a series of actions with the ultimate goal of the total genocide of native people. Some estimates go as high as 100,000,000 victims. Methods for the removal of native Americans included deliberate infecting natives with European diseases they had no immunity for, military attacks on native villages, bounties for native scalps, forced removal from their homelands, and forced sterilization. In 2000, the director of the United States Bureau of Indian Affairs apologized for participating in the ethnic cleansing of native Americans.
