"Ride the rails" derived from "Ride the rods" referring to the brake rods under box cars of this ERA. So during the great depression of the 1930s people lost their jobs. Due to Government inaction the situation was so bad that many North Americans were starving and homeless. To try and find work or even just food these people began traveling and the only available way to cover large distances at this time was rail. (if you had a little money or owned a car you could run these until they broke down) So people would jump onto slow moving freights trains and ride underneath on the cars on the brake rods.
The average person did not own a car in the 1930s. In 1930 there was around 1 car for every 4 people. The boom in car ownership happened in the 50s & 60s.
Many people had no jobs, so they had no money to pay the mortgage, car payments or buy food.
You can donate your car to any Goodwill or Salvation Army. There are also many homeless people in the Dallas area who would gladly accept a donated car.

Depends on where you live and what city ordinances are in effect. Depends on area such as near schools or businesses. Unfortunately there isn't a whole lot of places for homeless people to stay indefinitely, which is why they tend to move around a lot.
That depends, how big is the car, how many seats are in the car, and how many people are going into the car.
By lying about your residence. As far as I am able to understand this issue, the odds are stacked against the poor that live in vehicles, yet want to be legal. I am one of these people.
