After a law has been passed by Congress and signed by the President, it is officially a law. To be initiated, many laws must be implemented by an agency of the government, typically housed under the executive branch.

What are the Torah commands that the initiated is obligated to carry out?

It is not clear what the term "initiated" means. It could be referring to a new convert, a young child just "learning the ropes", a man or woman reaching maturity, or any number of things. Judaism, like most religions has a number of different laws and standards for the behavior of different individuals depending on their age, familiarity with laws, years of Jewish education, and Jewish Tribe. If "initiated" just means "Jew" without any qualifier, the Jew must follow all 613 commandments given in the Torah (a list is provided at the Related Link) except for all of those which pertain to sacrifices (which are roughly 200 laws) and, if the Jew lives outside of Israel, all of the agricultural laws (which also comprise roughly 200 laws). There are also laws that are specific to men and laws which are specific to women, laws that are specific to Cohens (Priests) and laws specific to Levites and Judahites/Israel, laws that do not apply to kids in the age of minority and so on. The 613 commandments, however, cannot properly be understood without the Mishnah, which elaborates on the customary method by which the commandments were followed, and the Talmud which investigates how new cases are interpreted by the law.
