It looked at the time as if Germany was becoming politically stable and as if the democratic parties had little to fear from the political Right. In the 1928 election the Nazis won only 12 seats (out of about 500) in the Reichstag and were widely regarded as a laughing-stock headed by wildly gesticulating, raving and ranting funny little man.
