He didn't. The war was as good as over when Booth assassinated Lincoln. Lee had already surrendered. Joseph E. Johnston was still fighting in the Carolinas Campaign with three field armies, although he lacked manpower, weapons, supplies and ammunition. In effect his was a paper army and Johnston had been in negotiation with General Sherman for a surrender since 17 April.
