Doing laundry in the Victorian era was a lot more labor intensive than it is today. They washed clothing by hand with water carried from a pump, using a washboard. To dry the clothing, they wrung as much water was they could out by hand and then ran the clothing through a mangle before hanging it, either outdoors or indoors, to finish drying.
