I am not sure of the exact year, but the Chinese had rockets years before anyone in the west has thought of them. Since they had gunpowder, it was a natural extension to put gunpowder in a cylinder of some kind. Most likely bamboo, and then light it. Fireworks were invented.
In modern times it was during World War II. Nazi Germany used rockets to bomb London. The Chinese used rockets in the 1800's attached to arrows to fight their enemies.
