The number of years a person must spend in the United States before achieving citizenship and voting is purely an arbitrary decision.

The Sedation Act clearly violated the First Amendment. Sedation is in the eye of the beholder. That is the reason for the first amendment. It was enforced once. President John Adams gave a partial pardon to the prisoner and changed the sentence from death to inciting a riot.
