When the last king of Rome was deposed in a rebellion because he was a tyrant and the Romans decided to establish the republic to prevent the return of tyranny, the monarch was replaced by two annually elected consuls as the heads of the state. Having two men in charge meant that they could counterbalance each other and the short term of office ensured that no one could concentrate power in their hands. For the rest, the other institutions of the monarchy were retained. The senate continued as an advisory body, but for the consuls instead of the kings. The two popular assemblies established by the sixth king, Servius Tullius, were also retained. They were the Assembly of the Soldiers and the Assembly of the Tribes (voting districts). The organisation of the army set up by Servius Tullius was not changed.

The Roman Republic did not have much influence on later societies except for the Italian city-states of the High and Late Middle Ages and the Renaissance which referred to it as a model for the development of their systems of self-governance. The society of the last phase of Roman civilisation (the Later Empire) had more of an influence in the societies of Late Antiquity and the Early Middle Ages. Athenian democracy did not have an influence util the development of democratic ideas in Modern Europe.

They then instead had a council known as the 'senate' which ruled over them. Entry to the senate was by birth or rank. Later it was the consuls who nominated new members to the senate.
