It fared quite well. Augustus set the example and it was followed. Of course there were the multitude of plots which all the emperors had, but they were detected and the guilty punished. The empire was so stable under Augustus and Tiberius that it survived Caligula's spending, Claudius was able to once again built the treasury, and it even survived Nero's wild spending and his tax relief escapade. Vespasian had to tax heavily in order to get things back on track, but the government and the borders remained stable and secure.
