Initially, the Acts were created to regulate the conditions of children who worked in the cotton mills. Eventually, acts were added that improved the working conditions of all who worked in the factories.

the industrial era came in. Factories were producing. There were women working 14 to 16 hours under hard conditions. The Shirtwaist factory fire where 146 people mostly women died was to me the event that starting changing working conditions. the factory was replaced easily, the women lost with their expertice in clothing manufacturing was very hard to replace.

It depends very much on which country the factory is in. It should be noted the the factory that manufactures the garments are doing so for a customer who may, or may not. insist on certain safety regulations, working conditions etc.
