Building Qin Shi Huang's tomb, which began in 246 BC, involved massive labor and resources. Thousands of workers, including soldiers, artisans, and conscripts, were employed to construct the tomb complex, including the iconic Terracotta Army, which served as guardians in the afterlife. The tomb was designed with intricate tomb chambers, waterways, and traps to protect against grave robbers, reflecting the emperor's desire for protection in the afterlife. The project took around 38 years to complete and remains one of the most significant archaeological sites in the world.

The construction of the Xi'an tomb, specifically the Mausoleum of the First Qin Emperor, was funded by the Qin dynasty, under the rule of Emperor Qin Shi Huang. The massive project was financed through heavy taxation and forced labor from the local population, who were conscripted to build the elaborate burial complex. It is estimated that hundreds of thousands of workers were involved in its construction over a period of 38 years.
It is said that Qin Shi Huangdi's tomb started being built around 220 BC but it has not been confirmed yet.

China's government is not choosing to excavate Qin Shihuang's tomb because they don't want to ruin how valuable the tomb is and mess with someones tomb who was in high level. i had this question for scial studies and got it right(:
The tomb of Qin Shi Huang is actually more like a city. The soldiers themselves are in three pits east of this and the tomb itself.

No one knows specifically how many artisans built the Terracotta Army, because the workers were believed to be buried alive after its completion. The Terracotta Army was part of Qin Shi Huan Di's tomb which is still yet to be completely uncovered to this day. Qin Shi Huan Di's tomb took ~36 years and hundreds of thousands of workers to build. Again, no exact figures are possible because it is believed the entire hundreds of thousands strong workforce was all buried alive/killed after the tomb was completed.
