Cost of what?

To minimize the cost of "X" in general, you look at all the costs attendant in acquiring or making X.

Then you make sure that all those costs are as cheap as they can be. If there are cheaper materials to make X, use those. If there are less skilled workers to make X, then fire your current staff and use those.

Etc.

Bear in mind, you asked "minimize", not "optimize". If one is optimizing the costs, you are still seeking the lowest prices, but not at the expense of quality.
