The "Kaiser's boast" was the German navy from some time after 1888 until 1918. One of the major policies of Kaiser Wilhelm II., last emperor of Germany 1888-1918, was to make Germany a major sea power. Therefore, he conducted an unprecedented armament of the naval forces of Germany. As the Kaiser apparently took a lot of personal pride in his powerful new navy, it became nicknamed the "Kaiser's boast".
