I'm not sure if this is true for every case, but I believe it depends on which school one is talking about and what race the immigrant student is. When I first came here to America, I went to school and the teachers were kind yet strict, and would only talk to me in English so I would learn it faster. However, I've seen cases where other students are just ignored or given little attention. Sometimes, teachers don't pay attention to their students enough, and it's not always towards the immigrant students but all other students in general. It also depends on the student. Generally teachers are not going to look to specific students and ask them if they understand, the student must take the initiative and ask the TA or professor if they are having issues, otherwise it is assumed that they are following appropriately.

If you're asking about racism or discrimination, it depends on the area, but is generally non-existent in the higher education framework, although individuals may exist to make it a little harder along the way.
