By using past philosophies like from Montesquie(check spelling) and john Locke. Montesquie(again check spelling) thought that a gov. should have 3 branches of government and the 3 branches should have checks and balances( i will refer to C and B). C and B was the power than the others because they have c and b. The branches have powers and weaknesses over eachother. one branch ( dont remember which one) makes a law, but the pres can veto it but again that"one branch" (dont remember which one) can vote against the pres's veto if 2/3 of the "one branch" votes against the veto. then, the legislative Branch(food court) can find a law constitutional and the 17383838 branchs" can vote for it to stay a law.
