I would say US since the size differential gives them the upper hand on resources. Not to disparage japan at all, they are technologically superior/equal in many areas. If they were as big as the US. they would be a major player. They are still a superpower & may have the best Navy in the world. Being an Island, they recognize the importance of a strong Navy. Americans are hard workers, but discipline & being industrious is drilled into the Japanese at an early age as well as education.
