They are one within the other. First you have a civilization....a huge group of geographical oriented people (say a continent, land mass etc.), then you have the different cultures (tribes) within that huge group. Although you could have more than one culture within a civilization. Kinda like the genus and species thing. Once you start to isolate into smaller groups you tend to adopt different ways of doing things to survive and socially function within your city, town, village, family etc. Once you are separate from any group, or civilization, you are now sub-forming different cultures within that ONE civilization.
