The Nazi-Soviet pact was signed in August 23rd 1939. Hitler already began thinking about invading the USSR from as early as 1925, He explained about it in his autobiography "Mien Kampf". However, official Military Plans were made in May 1940. By the summer, secrete Soviet Spies in Nazi Occupied-France, Neutral Sweden and Nazi Germany heard about the Nazi plans of invading the USSR but due to hard precise evidence the exact date was never made until after May, which was the the 6th Guess the USSR made. It wasn't until 1 1/2 weeks before the Invasion which the USSR noticed German Armored vehicles and bikes began to form up.

So the Nazi Soviet Pact existed from August 23rd 1939 and it wasn't until May 1940 when official Military Plans were made. That's a gap of around 7 months. Exact date of the first military plans of the Invasion of the USSR was never documented.
