Everyone noticed the harassment of German Jews before the war, the laws of discrimination were public, the boycotts of Jewish businesses were reported all over the world. People just did not care.

Such criticism of Jews can be traced back many centuries, but it led to especially violent (and horrific) persecution due to the keen hatred expressed by Hitler and other German leaders for Jews.
(The Jews living in Germany were German... and you can't exactly say the Germans were 'occupying' their own country)
