A difficult question to answer as the Tower of London is quite a large structure which was altered and expanded on over several hundred years. As a result I will restrict my answer to the central building, the White Tower, whose construction was begun in 1078 by William the Conqueror.

It would be reasonable to double or triple this figure to allow for the myriad other uses of bricks in a city. So we are looking at at least 12 figures - hundreds of thousands of millions.
