You can't make catch-all statements about this. There are so many variables: art, school, sensei, size of syllabus, time on the mat, your personal aptitude & learning style, etc.
For example: mine (in aikido) took nearly five years, training on the mat 2-3 times a week for 2 hrs each time. My shodan test took about an hour and a half to get through. I've heard of people getting shodan after both shorter and considerably longer periods. If you do the Yoshinkan Senshusei course in Japan, training full-time you get your belt within a year, I believe.
In terms of levels of black -belts, the highest grade awarded by Morihei Ueshiba O-sensei was 10th dan.
Then again I've also seen arts where they give out black belts to anyone with enough mat time and money to pay the grading fees.
