There are at least five ranks of general (including brigadier) officers in the military of most countries. Command is assigned by managerial skills, not number of subordinates. The lowest rank of general can command around 3000 to 5000 troops in a standard situation. This is highly variable depending on the nature of the command structure, mission, and location. The top general (or marshal) commands the whole of the branch of service (army, marine, or air force) which can be hundreds of thousands of troops.

In ancient Rome a legate was the military commander of a legion. He could loosely be compared to a general. However, the legate, himself, was many times under the command of a "Dux" who could loosely be compared to our five star generals. These were men such as Caesar or Pompey or Sulla who had overall command of several legions.

German General Erwin Rommel However, many don't know that Lt-General Erwin Rommel arrived in Africa in February 1941 with the advance units of the Deutsches Afrika Korps (DAK) he was officially reported to the Italian Command (Commando Supremo). He was given command of the Italian XX Corps under the command of General Gariboldi's Italian 5th Army. The Italian Command gradually gave General Rommel the command of the 5th Army. It wasn't until 2 December, 1941, that Hitler promoted Rommel to Field Marshal, thus making him the technically the ranking commander over the Italians.
