That's a very complex question. They have also stated they own complete rights to the China Sea and Yellow Sea. -They are also increasing their navy to include many littoral warships, inshore patrol submarines and at least one large aircraft carrier. -I don't see that as co-incidence.
The British government sent out a protective party of Marines with the First Fleet which established the strategic military colomy at Sydney in 1788; the fleet had two small warships. The Marines were replaced by a specially-recruited unit - the New South Wales Corps - which was later replaced by regular British regiments until these were withdrawn in 1870, after which the Australian colonies were responsible to raise their own land defence forces for internal and external security. Britain continued to provide naval defence until the establishment of the Royal Australian navy in 1911.

In terms of just pure power, the Americans had significantly less than the British. The British had the most powerful navy in the world and the colonists a had no navy at all. The British were well trained, well equipped, and had more men. The colonial armies often brought their own arms from home, had no funding (until the French allied with revolutionaries), and had significantly less man power (only about a third of the population of the colonies supported the revolution).

See, the British were too preoccupied fighting off the Germans during the Dunkirk evacuation in World War II. So, in short, they were basically like, "Sorry, can't help you, we've got our own drama to deal with."

After declaring independence the US attempted to build a navy. George Washington personally bought the first ship which was destroyed immediately. The Congress agreed to build 13 ships but only 11 were built. Of these 6 were destroyed by the British, 2 were destroyed to keep them from the British, 2 were captured by the British, and one was accidentally burnt by its own crew. The Navy was gone, but thanks to the French Navy we survived. During the war of 1812 it was obvious we needed a Navy and that is when a permanent Navy was established.
