Instead, Reichspresident Paul von Hindenburg instructed Franz von Papen to form a coalition government of "national concentration". Unable to do so, Hindenburg dissolved the Reichstag and von Papen governed using emergency decrees until the next election in November 1932. Despite a decrease in the popular vote (33.1%, 196 seats), the NSDAP remained the largest party in Germany and Hitler was able to persuade the political establishment to entrust him with forming a coalition government and on 30 January 1933 he was named Chancellor by Hindenburg.
