Hitler was 43 when he and the NSDAP its first election in July 1932, achieving 37.3% of the popular vote and 230 seats of the 608 seats in the Reichstag.The Nazis were however not invited to form the government. Instead, Reichspresident Paul von Hindenburg instructed Franz von Papen to form a coalition government of "national concentration". Unable to do so, Hindenburg dissolved the Reichstag and von Papen governed using emergency decrees until the next election in November 1932. Despite a decrease in the popular vote (33.1%, 196 seats), the NSDAP remained the largest party in Germany and Hitler was able to persuade the political establishment to entrust him with forming a coalition government and on 30 January 1933 he was named Chancellor by Hindenburg.
