if people couldnt pay the money he needed he would force them to have *** with him, if they were male then they had to either hand over their wife/sister/daughter/closest female to him or commit their lives to him as a worker.

They shouldn't be cruel. At all even. To be cruel would be a purposeful abuse of power. This would, although essentially classify them as dictators, there are a few limitations to this, such as what we have. The "kings" in our country don't have total, all out power. Because of this, they are called Presidents. I quote-quoted kings because if we had kings, they would be able to rule for life and have a lot more power than just about all of us would be comfortable with. I didn't do this to presidents, however because they don't have seemingly unlimited power like most kings do. A king will only be cruel if his people let him.
