When the Persian threat abated, Athens converted the Delian League into a virtual empire and continued to collect the funds to maintain its naval supremacy at little cost to itself. This strength allowed it to intervene in the affairs of other states, which formed the Peloponnesian League as a counter. With continuing Athenian adventurism, conflicts arose which laid the path to war.

The Delian League was comprised of about 180 Greek city states led by Athens which was formed to continue to oppose Persia after the Persian invasion was repelled. When peace was made with Persia, Athens kept the League goind to use for its own purposes, effectively turning it into an empire of its own.

Using the resources of this empire, Athens intervened in the other Greek citie, which set up the Peloponnesian League to oppose this. Clashes between them led to the Peloponnesian War.
