Up to 107 BC the Roman army was a citizen militia of peasant-proprietors. The soldiers were drafted by the state and there was a property threshold for the draft. This was because the soldiers had to provide and pay for their military equipment themselves. They did so out of their income from their farming activities. The landless poor were not drafted.

The Marian reforms of the army of 107 BC abolished the property threshold and made joining the army voluntary. They also introduced standard military equipment and made the state pay for it. Therefore, the state procured the military gear for the soldiers.
