The land purchased contained all of present-day Arkansas, Missouri, Iowa, Oklahoma, Kansas, Nebraska, parts of Minnesota that were west of the Mississippi River, most of North Dakota, nearly all of South Dakota, northeastern New Mexico, the portions of Montana, Wyoming, and Colorado east of the Continental Divide, and Louisiana west of the Mississippi River, including the city of New Orleans. (The Oklahoma Panhandle, and southwestern portions of Kansas and Louisiana were still claimed by Spain at the time of the Purchase.) In addition, the Purchase contained small portions of land that would eventually become part of the Canadian provinces of Alberta and Saskatchewan. The land included in the purchase comprises around 23% of the territory of the United States today.
Without the louisiana purchase, we would not have the west coast today. We would still only control half of the U.S.

There is no real important leader of Louisiana except for recent representatives and senates. The Louisiana was originally bought from Napoleon during the Louisiana Purchase but he found the land to be too swampy to be useful and he sold it. Leader wise I suppose Napoleon would be one but he didn't want the land shortly afterwards.

Napoleon believed he could not defend New Orleans. This was a vital city which controlled the mouth of the Mississippi River. By selling it to the US, he believed it would keep Britain from capturing it. Additionally, the funds from the sale would be used in his plans for warfare in Europe. The territory included what is now Louisiana and most of the western Mississippi Basin. The land extended as far north as present day Minnesota and westward into what is now Montana.
